Police Sciences in Debate Series (CPD) · No. 01 · February 2025
Authors: Hélio de Carvalho Freitas Filho, Federal Police agent, with a postgraduate degree in Competitive Intelligence and Corporate Counterintelligence and a bachelor's degree in Law and Administration; and Lucélio Ferreira Martins, officer of the Military Police of Mato Grosso, with a master's degree in Environmental Physics (UFMT) and a graduate certificate in Strategic Management Applied to Public Security.
The first issue of the Police Sciences in Debate series examines Urban Dominion, a criminal modality that evolved from the so-called Novo Cangaço. In these attacks, heavily armed gangs besiege entire cities to rob banks and cash-in-transit bases. The report traces the phenomenon from the attack on the Prosegur base in Campinas in November 2015 and includes a full chronology of actions through 2023.
The authors detail the planning, tactics, weaponry and technology used by the criminals and compare Urban Dominion with the Novo Cangaço modalities. They also assess the social and economic consequences of the attacks. The report closes with public policy recommendations: Bill 5365/2020, defense plans and the use of the designated marksman.
