Arrecife Instituto

Fighting for a strong, secure, competitive Brazil that's true to its history

Arrecife's mission is to influence public opinion and provide solutions for decision-makers, aiming to promote public policies based on the principles of free enterprise, limited government, defense of the family, individual freedom, traditional Brazilian values, and a strong national defense.

Brazil needs a think tank capable of defending its autonomy in the international arena, including the promotion of its most important economic drivers, such as Brazilian agribusiness.

Our focus is to transfer power to Brazilian society and build alternatives so that the State's public policy reflects the values 

The Arrecife Institute strives to build a free and prosperous Brazil with a strong civil society.

We seek to formulate and promote public policies based on the principles of free enterprise, limited government, individual liberty, traditional values of Brazilian society, and a strong defense of national sovereignty.

The focus of the Arrecife Institute is to reduce the power of the government and return power to the people. We do not work on behalf of any specific interest or political party. Our commitment is to the Brazilian people.


We develop innovative solutions for Brazil's social, economic, and technological challenges through research, leadership training, events, the opening of schools, and social projects.


Our team brings solutions directly to government decision-makers, turning ideas into action. We also work with national companies to enable ideas that can be used to create large-scale public policies.

Eduardo Matos de Alencar

Sociologist, PhD from UFPE, Writer and Founding Member, current President

Holds a PhD in Sociology from the Federal University of Pernambuco. Has experience in public policy, in state and municipal governments, as well as in international organizations. Worked on the Pact for Life program, the Social UPP (Pacifying Police Unit), among other initiatives. Author of the book "Whose Command Is It? The Challenge of Governing a Prison in Brazil" (Record, 2019), winner of the National Library Prize in the Social Essay category in 2020. Regularly writes for Gazeta do Povo, with articles published in Revista Piauí, Revista Amálgama, among others. Professor and co-founder of UNIPOL - University of the Police.

Paulo G. M. de Moura

Political Scientist, PhD from UFRGS, Journalist and Advisor

He was born in Porto Alegre in 1960. He holds a degree in Social Sciences and a Master's degree in Political Science from UFRGS; a PhD in Social Communication from PUC-RS; and is a specialist in Distance Education from SENACRS. From 1997 to 2016, he was a professor in the undergraduate and graduate programs in Political Science at the Lutheran University of Brazil (Ulbra). He is the author of the books "PT: Communism or Social Democracy?" and "Gauchoism in Olívio Dutra's Marketing," as well as several textbooks. He produced and directed the documentaries "Impeachment: Brazil in the Streets" and "The Path to Prosperity." He currently edits the Dextra by Paulo Moura Channel on YouTube.

Luiz Ramiro

Political Scientist, PhD from IESP-UERJ and Founding Member

Political scientist and Special Advisor to the Secretary of Science, Technology and Innovation of the State of Rio de Janeiro. He was President of the National Library Foundation (FBN) and taught in the Public Security Technology program, UFF/CEDERJ (2014-2021). He holds a Master's and Doctorate in Political Science (IESP-UERJ) and has taught at UFRJ, FIOCRUZ, UERJ, and UNEMAT. He is a researcher at the Max Planck Institute for European Legal History in Frankfurt. He is co-author of the book "Rio, 2nd Federal District. Diagnosis of the state crisis and defense of federalization" and author of "The Religious Question. Liberalism and Catholicism in 19th-century Brazilian politics" (2021), among other works. His latest book is "From crisis to restoration. The political thought of João Camilo de Oliveira Torres", published by Edições 70/Almedina, 2024. He researches topics involving Public Security, Culture, Education, and Political Science. He is the organizer responsible for the International Forum of Police Sciences (FICP), and also co-founder and coordinator of UNIPOL - the Police University.

André Luiz Tavares Damasceno

Administrator, PhD from UNICAMP and Founding Member

Holds a PhD in Business Administration from UNICAMP and a Master's degree in Management Systems from UFF, with a specialization in Project Management from FGV-RJ and a degree in Business Administration from UFRuralRJ. He is a PMP certified by PMI and has 25 years of experience in service and project management, business process improvement, IT operations, and as a professor in the management field.

Sávio Gloria Pontes 

Civil Police Officer, PCERJ, PhD in Sociology from IESP-UERJ and Founding Member

Police Commissioner (PCERJ), previously promoted for acts of bravery, and Weapons and Shooting Instructor at ACADEPOL-RJ. He holds a doctorate and master's degree in sociology (IESP-UERJ), a specialization in Public Policies of Criminal Justice and Public Security (UFF), and a bachelor's degree in Law (UNI-RIO). He is a university professor, academic researcher, and lecturer. He is a member of the coordination team and a professor at UNIPOL - the Police University.

Alexandre Vasconcelos

Civil Police Officer, PCERJ, Master's student in Psychiatry and Mental Health, UFRJ, and Founding Member.

Civil Police Officer/PCERJ with over 30 years in State and Municipal Public Security, holds courses in Special Tactical Operations, Advanced Explosives Expertise, Intelligence Operations, and is a military rescuer from the Parachute Brigade. Graduated in Public and Social Security (UFF) with specializations in Police Pre-hospital Care from the Paraná Higher Police School and in Neuroscience from UFRJ, where he is currently pursuing a Master's degree in Psychiatry and Mental Health, developing research on electrocortical activity in shooters and police decision-making. Researcher at the Laboratory of Brain Mapping and Sensorimotor Integration (LabMCISM/UFRJ). Member of the Brazilian Society of Neuroscience and Behavior. Member of the coordination and Professor at UNIPOL - University of the Police.

Alexandre Marques

Political Scientist and Historian, PhD from IESP-UERJ and Advisor

Political scientist and historian. PhD in Political Science from IESP-UERJ (formerly IUPERJ), Adjunct Professor in the Department of Political Science at the Federal University of Piauí, author of "The Religion of Carl Schmitt" (EDA, 2022). He is a school principal and pedagogical consultant.

Caio de Carvalho Ranna

PhD candidate in Business Administration at EBAPE-FGV and Founding Member

PhD candidate at EBAPE-FGV, Master's degree in Public Administration (FGV-Rio) and Bachelor's degree in Social Sciences (PUC-Rio). Works as a researcher in the area of educational public policies for social assistance and public security.

Gabriel Prado de Barros

MIBA in Business, Hult International Business School and Advisor

Administrator, graduated in Social Communication, specializing in Advertising and Public Relations. Post-graduate in Marketing and Applied Consumer Sciences from ESPM, holds a MIB (Master in International Business) from Hult International Business School San Francisco (ranked in the TOP 10 by the Financial Times). His experience includes projects in M&A, technology, and agribusiness over the last 15 years. Currently works with specialty fertilizers and beef cattle farming.

Murilo Resende Ferreira

Economist, PhD from FGV-Rio and Advisor

Graduated in Business Administration from FGV/SP, PhD in Economics from FGV/RJ, professor, translator and lecturer. Managing Partner of FCA Agropecuária and President of the Columbanus Institute in Goiânia-GO.

Osmar Bernardes Jr.

Political Scientist, Master's student in International Relations at IDP and Advisor

Political scientist, graduated from the University of Brasília (UnB) and currently pursuing a master's degree in international relations at the Brazilian Institute of Education, Development and Research (IDP). With experience in government relations and the public sector, he is the Chief Analyst in the Research area at Vector Government Relations, a political consultancy in Brasília with multinational clients from various sectors.
