The "Defense Plan," proposed by military police officer Samir de Oliveira Rodrigues, presents an innovative solution based on the integration of security forces and civil society.

The report analyzes the phenomenon of "City Domination," an evolution of the "New Cangaço" marked by paramilitary attacks on Brazilian municipalities. In this context, the author proposes the Defense Plan (DP) — a preventive and reactive public policy aimed at protecting lives and regaining territorial control. The DP envisions integrated actions between police, firefighters, the Public Prosecutor's Office, the Judiciary, and the local community, structured in three phases: pre-incident (prevention), incident (immediate response), and post-incident (recovery). Successfully tested in Mato Grosso do Sul and other states, the model demonstrated a reduction in crime and an increase in social trust. More than an operational strategy, the Defense Plan represents a human rights policy applied to public security.
