Since the first major recorded case in Campinas (SP) in 2015, this phenomenon has become more sophisticated and has spread across the country. The report details various incidents and their consequences, including the economic and social impact generated by the terror of these actions. In addition to financial losses amounting to hundreds of millions of reais, these operations destabilize public security, traumatize the population, and create conflict zones that are difficult for authorities to control.
The study also discusses the combat strategies implemented so far, including special operations and legislative improvements. The Bill 5365/2020, which proposes the classification of the City Domination crime and its inclusion in the Heinous Crimes Law, is one of the recent efforts to toughen penalties for those involved.
